US syndicated columnist William Safire
points out that "Chinese intelligence operators are sophisticated,
patient, disciplined and under-rated by the CIA/FBI, still transfixed
by the heirs of the KGB." He says China no longer places
the theft of military or nuclear secrets at the top of its priorities.
"You don't have to be a conspiracy nut to recognise that
China needs not only to learn trade secrets, but to discover -
perhaps even to influence - US Government trade policy and negotiating
positions."
